    • PROBLEM TO BE SOLVED: To prevent maloperation of an out-of-step relay when an external failure occurs.
      SOLUTION: In the out-of-step detection relay, which detects a step-out inside the protection zone of a power system composed of a plurality of interconnected terminals with transmission lines, the relay has a signal-sending circuit 25 and a signal-receiving circuit 26, which send and receive data between the own terminal and the opposite terminal; a phase-difference calculation part 27, which calculates phase difference between a voltage quantity received from the opposite terminal and the one inputted into the own terminal, upon compensating with a predetermined impedance value and a current quantity; a decision part 28, which discriminates whether or not an out-of-step locus point is inside the relay-installed zone, depending on whether or not the calculation result of the phase difference passes a predetermined phase-angle point; and a failure discrimination part 30 which discriminates a system failure from a step-out based on voltage and current quantities inputted from the own terminal. When it is decided as the system failure by the failure discrimination part 30, the output of the decision part 28 is locked.

    • PROBLEM TO BE SOLVED: To minimize a power failure area when a step-out occurs, by highly and accurately restrict protection zone when the step-out occurs.
      SOLUTION: In an out-of-step detection relay apparatus having an impedance calculation part 13 which derives impedance, by fetching in voltage and current from a power system which interconnects among a plurality of terminals with transmission lines; and an out-of-step detection discrimination part 14 which detects the step-out of the system by discriminating change of an impedance locus derived from the impedance calculation part, a inside-protection-zone discrimination part 15, which discriminates a step-out is within the protection zone on condition that the electrical center of the step-out is within the protection zone of the apparatus in a forward direction of the own terminal and in the forward direction of the opposite terminal of the protection zone, respectively, is provided; and a protection output is sent out when the step-out of the system is detected by the out-of-step detection discrimination part 14, and further it is discriminated by the inside-protection-zone discrimination part 15 that the step-out is within the protection zone.

    • PROBLEM TO BE SOLVED: To detect any stepping out in a system to be protected with accuracy by correctly calculating the phase difference between electric power stations, even if the voltage from a line transformer and the voltage from a bus transformer are taken in to calculate the positive phase voltage. SOLUTION: The step-out detection relay device comprises a positive phase voltage computing portion 4, which takes in the three-phase voltage from a power system wherein at least two electric power stations are connected with each other through a transmission line and obtains a positive phase voltage from the three-phase voltage, a transmission portion 7, which transmits and receives the positive phase voltage between the electric power stations, a phase difference computing portion 5, which determines the phase difference between positive phase voltage from the electric power station on this end and positive phase voltage from the electric power station on the other end, and a step-out detection judging portion 6 which detects stepping out in the system, when the phase difference is inverted 180 deg. between the electric power stations. The step-out detection relay device is provided with an interruption phase judging portion 3, which when it is fed with a three-phase voltage and detects interruption phase of the transmission line, zeros the voltage of the interruption phase and inputs the result to the positive phase voltage computing portion 4.
