    • PROBLEM TO BE SOLVED: To effectively recover exhaust heat and heat a fluid to be heated by circulating an emulsion through a circulation line, and stabilize the heat transport by the emulsion by maintaining appreciable dispersion of a phase change material.
      SOLUTION: An inert gas supply device 24 is connected to the circulation line 21 comprising a heat recovery side heat exchanger 19 for recovering heat by causing a fluid emulsion where a phase change material is dispersed in water to exchange heat with exhaust heat from an exhaust heat source, a transport line 21a for transporting the emulsion, which has recovered heat, a heat radiation side heat exchanger 20 for heating a fluid to be heated by causing the emulsion from the transport line 21a to exchange heat with the fluid to be heated, and a return line 21b for transporting the emulsion, which has heated the fluid to be heated, to the heat recovery side heat exchanger 19. Solid matter separation devices 30 and 32 are disposed in the return line 21b to remove grown solid matter generated in the emulsion.
