SOLUTION: This invention relates to a method including the steps of: setting a transmission plan of a downlink location-based service (D-LBS) zone based on at least a part of resources available for transmitting location beacons; transmitting a configuration parameter of the D-LBS zone in accordance with the setting; and transmitting one or more location beacon signals using the resource to which the D-LBS zone is allocated in accordance with the transmission plan of the D-LBS zone. In the transmission plan, a different base station is allocated with regard to transmission by a resource of a different D-LBS zone in order to measure a signal location parameter from a plurality of base stations or relay stations or a combination thereof in a network. A user equipment (UE) may receive, from an evolved Node B (eNB), a radio resource control (RRC) transmission including channel state information (CSI) reference signal (RS) parameters for a plurality of transmission points. The UE may subsequently receive a medium access control (MAC) control element (CE) including a plurality of index bits corresponding to one or more activated transmission points of the plurality of transmission points for which the feedback module is to generate CSI-RS feedback. The eNB may dynamically update the transmission points that are activated for CSI-RS feedback. The UE may receive another MAC CE from the eNB to notify the UE of the updated set of activated transmission points.
