SOLUTION: This invention relates to a method including the steps of: setting a transmission plan of a downlink location-based service (D-LBS) zone based on at least a part of resources available for transmitting location beacons; transmitting a configuration parameter of the D-LBS zone in accordance with the setting; and transmitting one or more location beacon signals using the resource to which the D-LBS zone is allocated in accordance with the transmission plan of the D-LBS zone. In the transmission plan, a different base station is allocated with regard to transmission by a resource of a different D-LBS zone in order to measure a signal location parameter from a plurality of base stations or relay stations or a combination thereof in a network.
