    • A method for at least one mobile network operator to provide selective features to at least one mobile handset is described. The method comprises, at a Network Operator allocating at least one public land mobile network, PLMN, identifier, ID, to at least one service offered by the at least one mobile network operator, wherein the allocated PLMN ID is distinct from said mobile network operator's normal PLMN ID; and assigning the at least one PLMN ID as an Equivalent PLMN (EPLMN) ID for Opted-In mobile handsets only. The method further comprises, at the at least one base station: broadcasting the at least one distinct PLMN ID; and supporting provision of a range of services to the at least one mobile handset on an individual opt-in or opt-out basis based on the assigned EPLMN ID. In this manner, a provision of user control of opt-in or opt-out of particular services is supported, such that individual mobile handsets will discover and access the appropriate base stations to access services. In this manner, end users are able to control whether their handset automatically provides access to particular services provided by the network operator.

    • The invention facilitates the implementation of clusters of small cells or radio heads or Home Node Bs (HNB) (102, 103, 104) managed by a local standard-luh enterprise gateway, connected to a standard release 8/9 HNB-GW. The enterprise gateway sends an HNB Registration Request corresponding to each small cell or radio head that it manages to a Home Node B Gateway over the standard luh interface, thereby presenting a single logical interface to the Home Node B Gateway (HNB-GW) that appears to the HNB-GW as a collection of luh-standard HNBs. This provides the enterprise gateway with a set of call processing and radio resources that it can implement as it wishes, but using standard messaging to control the HNBGW's view of those resources. A further advantage of the invention is the ability to permit hand-in of a user equipment from a macrocell to a small cell.

Each time a Location Update is initiated, this triggers a location presence notification message to a presence server 206. The Core Network 203 is unaware of the "on the air" Location Area Codes and so does not need to be informed of User Equipment movement between Home Node B's. The Home Node B network is arranged to handle the registration procedure locally, as from the Core Network perspective, the Location Area Code has not changed. Instead, the Core Network sees a lu LAC that is shared amongst the several Home Node B's operating through a single Home Node B Gateway. Hence the arrangement offers fine granularity of location presence detection with no additional Core Network load.
