The method includes: A terminal device reports first capability information to a network device, where the first capability information indicates that values of a maximum quantity of downlink MIMO layers supported by the terminal device on a first component carrier CC include a first maximum quantity M1 of downlink MIMO layers and a second maximum quantity M2 of downlink MIMO layers; and the terminal device receives first signaling sent by the network device, where the first signaling configures maximum MIMO layer quantity information corresponding to the first CC, and the maximum MIMO layer quantity information includes a first maximum quantity N1 of MIMO layers and a second maximum quantity N2 of MIMO layers. The first maximum quantity N1 of MIMO layers is not greater than the first maximum quantity M1 of downlink MIMO layers, and the second maximum quantity N2 of MIMO layers is not greater than the second maximum quantity M2 of downlink MIMO layers. According to the method, the network device can directly switch or dynamically adjust, after activating or deactivating one or more carriers by using a MAC CE, a maximum quantity of MIMO layers on an activated CC without reconfiguring a PDSCH parameter by using RRC signaling. This can avoid a delay and overheads caused by RRC-based reconfiguration.

    • This application provides a resource selection method and apparatus. The method includes: A first terminal device receives first indication information from a second terminal device, where the first indication information indicates quality of SL transmission between the first terminal device and the second terminal device on a first resource, and the first resource is a resource indicated by a third terminal device (S310); and the first terminal device determines that a quantity of times the first indication information meets a preset condition is greater than or equal to a preset value, and selects a second resource, where the second resource is different from the first resource (S320). According to the technical solution of this application, the preset condition is set, and resource selection is performed when link interference is large, to help improve an anti-interference capability of a communication system; and when the first resource indicated by the third terminal device can meet the quality of the SL transmission between the first terminal device and the second terminal device, there is no need to perform resource selection, which reduces energy consumption overheads.

A first terminal device sends first SCI in N first time units, where the first SCI indicates first configuration information, the first configuration information includes a resource of a first periodic transmission, the first periodic transmission includes M transmissions, a transmission cycle of the first periodic transmission is a first cycle, the M transmissions include P transmission time units, N is an integer greater than or equal to 1, M is an integer less than or equal to P, and P is an integer greater than N. The first terminal device sends, in N second time units, second SCI associated with the first SCI. The first terminal device does not need to send SCI for all transport blocks of a service of the first periodic transmission. For a second terminal device, a quantity of times of monitoring a control channel and decoding the SCI is reduced, so that power consumption of the second terminal device can be reduced. In addition, because a quantity of pieces of the SCI sent by the first terminal device is reduced, transmission overheads can also be reduced.
