摘要： The present invention relates to the field of mobile communications technologies, and in particular, to a link setup method and a device, so as to resolve a technical problem of a relatively long transmission delay caused by a relatively long service data transmission path. A first network device may obtain first routing information of a direct link that is set up between a first terminal and a second terminal. In this way, when the two terminals communicate with each other, a service data transmission path may be the first terminal -> a first access network device -> a second access network device -> the second terminal, or may be the first terminal -> a first access network device -> a first core network device -> a second access network device -> the second terminal. Either of the paths is shorter than a prior-art transmission path. Therefore, a transmission delay is shortened, transmission efficiency is improved, and a transmission resource is saved.

The method may include: initiating, by UE, a connection setup request message to a first base station to which a camped cell currently being camped on belongs; receiving, by the UE, a connection setup message that carries an air interface resource of an access cell, where the access cell is a camped cell that is not of the UE and that is identified by the first base station; and feeding back, by the UE in the access cell, a connection setup acknowledgement message to a base station to which the access cell belongs. In the embodiments of the present invention, a delay and signaling in a radio resource connection setup procedure can be reduced.

The user equipment includes: a receiving unit, configured to receive state transition indication information and information about a target RRC state that are sent by a radio network controller (RNC), where the state transition indication information is used for instructing the user equipment to perform enhanced state transition; and a transition unit, configured to enable the user equipment to transit from a current RRC state to the target RRC state according to the state transition indication information. In embodiments of the present invention, state transition indication information and a target RRC state are used to instruct user equipment to directly transit from a current RRC state to the target RRC state in an enhancement mode. In the embodiments of the present invention, when the user equipment performs enhanced state transition, no reconfiguration process or reconfiguration process optimization is required, avoiding relatively high signaling consumption caused by multiple reconfiguration processes. Therefore, signaling overheads required during state transition can be reduced.

In the embodiments of the present invention, the DPCCH is discontinuously sent in the non-dedicated connected state, so as to reduce the uplink interference and increase a quantity of users, thereby improving the system capacity.
