    • This application provides a PBCH transmission method and an apparatus. The method includes: receiving, by a terminal device, a PBCH sent by a network device, where the PBCH includes seven most significant bits of an SFN of a radio frame in which the PBCH is located; determining, by the terminal device, a least significant bit of the PBCH based on indication information of the least significant bit of the SFN; determining, by the terminal device based on the PBCH, at least one of a scrambling code, a CRC check mask, or a redundancy version of the PBCH, and determining two remaining bits of the SFN based on a one-to-one correspondence between the two remaining bits of the SFN and the at least one of the scrambling code, the CRC check mask, or the redundancy version of the PBCH; and determining, by the terminal device based on the least significant bit, the seven most significant bits, the second least significant bit, and the third least significant bit of the SFN, the SFN of the radio frame in which the PBCH is located. This reduces complexity of blind detection. In addition, the method can be applicable to scenarios with different quantities of PBCHs sent within one PBCH TTI. An application scope is relatively wide.

    • Embodiments of the present invention provide a method and an apparatus for controlling a serving grant of a user terminal UE of a neighboring cell, and a user terminal, a base station, a radio network controller and a communication system having this apparatus. The method is used for controlling a UE in a CELL-FACH state or in an idle state of a neighboring cell of each cell through a common E-RGCH channel of each cell, where the UE in the CELL-FACH state or in the idle state obtains a control command by monitoring a common E-RGCH channel of a neighboring cell of a cell to which the UE belongs, thereby adjusting a serving grant of the UE. The method includes: further setting at least one controlled condition; determining whether the UE satisfies the at least one controlled condition; and when the UE satisfies the at least one controlled condition, adjusting a serving grant of the UE based on the obtained control command. Through the method and the apparatus for controlling a serving grant of a UE of a neighboring cell according to the embodiments of the present invention, interference control may be performed on the UE in the CELL-FACH state or in the idle state of the neighboring cell, and at the same time, throughput of the UE may be prevented from being reduced excessively, thereby improving communication performance.

    • Embodiments of the present invention relate to the field of communications technologies, and disclose a method for transmitting a downlink control channel and a device. After a TTI of user equipment is set from 1 ms to 0.5 ms, a base station may indicate a control area of an S-TTI-1 to the user equipment whose S-TTI is 0.5 ms. A specific solution: the base station sends control area indication information of an (N+1) th timeslot to the user equipment by using a physical control channel of an N th timeslot in a control area of the N th timeslot, where the control area indication information includes frequency domain control indication information and time domain control indication information, the frequency domain control indication information is used to indicate a frequency domain resource block area occupied by a control area of the (N+1) th timeslot in the (N+1) th timeslot, and the time domain control indication information is used to indicate a time domain time unit area occupied by the control area of the (N+1) th timeslot in the (N+1) th timeslot; and the base station sends, in the control area of the (N+1) th timeslot, a physical control channel of the (N+1) th timeslot to the user equipment.
