In the drainage channel 14, shuttering boards are provided at required intervals, and a shuttering board effect is exerted on the water in the drainage channel so that the surface 43 of the water can be positioned above a lower end 45 of the plow sole layer 20. The drainage channel 14 is put into the state of being opened to ground 26 on its channel bottom surface 23a, and the unit paddy field 11 and the drainage channel 14 are put into a water-passing state via a permeable layer 102.
