    • PROBLEM TO BE SOLVED: To solve such a problem that in former energy-saving service a user and a service provider cannot necessarily receive merit of energy-saving because initial investments by a contractor (for example, a user of an electric power facility) are necessary and an energy-saving service provider guarantees the target value of energy-saving to the user.
      SOLUTION: A present electric power consumption of a target load facility of a user, who owns the target load facility and who desires to save energy, is obtained. An energy-saving support service provider installs an inverter or an inverter and a motor etc. at the target load facility, performs a motor speed control operation by the inverter, obtains the merit-charge based on the difference between present electric power consumption and electric power consumption by the inverter control operation, and distributes the merit-charge reflecting the merit-charge to the content previously decided between the user and the energy saving service provider.
