      SOLUTION: Between internal and external teeth 3a and 4a of the outer rotor 3 and the inner rotor 4, an enclosure part 15 in which the volume of a pump chamber 6 formed there becomes the largest and an engagement part 16 where the volume of the pump chamber becomes the smallest are provided. A low pressure passage 17 communicated with atmospheric pressure is provided in the inner diameter direction of a cam ring 12 provided at an angular position of θin a range of 20-50° from a border line X connecting the enclosure part to the engagement part toward a delivery port 8. An opening part 17a at one end of the low pressure passage is opened/closed by an outer circumferential surface 3b of the outer rotor to balance pressure added to the outer rotor, thereby contact pressure between the teeth in the enclosure part is set proper.
