      SOLUTION: When disruption generates on a train diagram, setting of a priority train traveled by having precedence and setting of a limit value of delay amount of the priority train are inputted through a GUI display portion 1130. An operation arranging portion 1110 produces an arranging plan wherein delay time is not more than the limit value of the delay amount, and calculates arrival/departure time of the train in case of traveling as the arranging plan to indicate the result by a diagram display portion 1120 as a diagram.

      SOLUTION: The operation arrangement supporting system has a proposed function selecting section 1110, a proposed diagram evaluating section 1150, a proposed plan execution controlling section 1130, and a diagram estimating section 1140. In this case, the proposed function selecting section 1110 provides an interface which proposes to a user the selection for one or a plurality of proposed functions to be used for the preparation of an operation arrangement plan from a plurality of proposed functions, the selection of an evaluation value calculating method for judging the quality of the operation arrangement plan, and the selection of an error recovering process for the operation arrangement plan. The proposed diagram evaluating section 1150 evaluates the evaluation of the prepared operation arrangement plan conforming to the evaluation value calculating method. The proposed plan execution controlling section 1130 prepares the operation arrangement plan from the proposed function, the error recovering process, and the evaluation value which has been calculated by the proposed diagram evaluating section. The diagram estimating section 1140 simulates arrival and departure times from now on for the prepared operation arrangement plan and the planned diagram.
