      SOLUTION: The present invention relates to a server apparatus 20 which performs mediation processing between a telephone set 2 connected to a public network 3 and a communication terminal 10 connected to a packet network 1. To the communication terminal 10, a telephone number uniquely identifying the relevant communication terminal and a communication address on the packet network are assigned. A server apparatus 20 includes a function for receiving the telephone number of the communication terminal from the telephone set 2, a function for acquiring the communication address of the communication terminal on the basis of the received telephone number of the relevant communication terminal 10, and a function for transmitting a communication request to the communication terminal 10 using the acquired communication address.
