After fitting the pin bar 12 in the groove 11a, the blocks 13, 14 and 15 are arranged in series on the member 10 and the grooves 13a, 14a and 15a are fit to the pin bar 12, whereby the blocks 13, 14 and 15 are aligned with each other. After alignment, the pin bar 12 is removed together with the member 10.

After the whole is covered with a sealing member for refractive index matching liquid, a coil and a permanent magnet are fixed on the side soft magnetic members 301, 302 and the center soft magnetic member 303, respectively, and finally, an upper soft magnetic member is fixed on the coil and the permanent magnet. Currents are caused to flow through one coil so as to strengthen the magnetic flux of the permanent magnet and through the other coil so as to weaken it and coupling of light is changed over.
