When the battery group 1 is defines as an excessively discharged state, charging voltage supplied from a charger is stepped down to serve as a drive voltage of a micro computer 4 and the battery group 1 is precharged. When the battery group 1 is determined to be normal, normal charging is performed.

A size of the battery 4 is chosen so that a lithium ion secondary battery has a diameter of 14 mm and a length of 50 mm allowing continuous discharge at a current value ≥20 A.

    • PROBLEM TO BE SOLVED: To maintain a continuously available state, while ensuring the life of a battery pack.SOLUTION: As shown on Fig. 3(b), an effective current is reduced in a low temperature region thus reducing the voltage drop in a low temperature region. When the temperature rise subsequently to bring about a normal temperature region, the effective current is increased so that a motor 101 can be rotated more strongly. In the normal temperature region, overdischarge is never recognized because internal resistance decreases and thereby the voltage drop decreases. Consequently, the temperature further rises to TP, and a high temperature region is reached. As shown on Fig. 3(b), the effective current decreases again in this region.

The front housing 2 and the rear housing 3 are connected to each other by a hinge 4 having rotary shafts 15 and 16 disposed at two positions so that the front housing 2 and the rear housing 3 can be deformed from a straight state (folding angle: 0 degree), where both the housings are relatively substantially on the same axis, to a folded state at 180 degrees. The folding state can be stably held not only at 0 degree and 180 degrees but also at less than 90 degrees. As a battery 6, a compact 14500 battery is used to remarkably reduce the size of the battery.

When the divided voltage value of the resistors 109, 110 becomes more than the reference voltage, the operation amplifier 113 outputs a signal showing that the charging of the electric double-layer capacitors 103 to 108 is completed.
