摘要： This application relates to a communication method and device. A terminal device receives a first system information change indication on a WUR link, and/or determines, on the WUR link, that a cell is changed, where the first system information change indication indicates that system information is changed. The terminal device receives the system information on an NR link if the system information is changed, before establishing or restoring a connection on the NR link. If the terminal device determines that the system information is not changed, the terminal device may not need to receive the system information. For example, the terminal device may directly establish or restore the connection on the NR link when the terminal device does not need to receive the system information. It can be learned that, in this manner, a delay of establishing or restoring the connection on the NR link by the terminal device can be reduced. Because the terminal device does not need to receive the system information, power consumption of the terminal device can be reduced.
