SOLUTION: Light around water surface 18 containing a water quantity tag 12 and an inclination plate 14 are introduced via a lens 40 and an optical image focused by the lens 40 is split in correspondence to a plurality of pixels by a photographing plate 42, each optical image is converted into digital signals according to the brightness and the digital image signal is output to an image processor 44. In the image processor 44, the data of digital image are stored in image buffers 52 and 54 without converting into analog signals, processed with an image processor 62 according to the stored data, this processed results are transmitted as image signals, the image near the water surface 18 is indicated on a monitor TV 24. Based on the image processed data, the water level of the water surface 18 is measured with a microprocessor 56 and the measured results are transmitted to a control room 22 and this measured value is indicated on a water level meter 28.

SOLUTION: When the image of staff gages 5 and 6 installed in a place for measuring a liquid level is periodically picked up by an image pickup means 4, each pickup image is processed by an image processing device 1, and a liquid level position in contact with the staff gage is obtained, the image of a specific region of the staff gages 5 and 6 is compared with a template of the specific region being stored into a storage in advance, and it is judged that abnormality exists when the degree of coincidence does not reach a specific value, thus indicating the presence or absence of the abnormality, and hence preventing the liquid level position being measured and adopted when the abnormality occurs.

Shape information of the riven cross section is interpolated by interpolating the obtained spot of the river bed along the interpolation auxiliary curve.

SOLUTION: The liquid level measuring apparatus comprises a water mark 6 having a member disposed at a liquid level measuring place 7 while inclining against the liquid level, a camera 4 having a CCD for picking up visible and infrared images of the water marks 5, 6 remotely, an image processor 1 for determining the liquid level automatically by processing the image of the inclining member 6 in the image picked up by the camera 4, and an illuminator 8 being lighted automatically if the quantity of light is deficient at the time of picking up the images of the water marks 5, 6 by means of the camera 4 to illuminate the water marks 5, 6 with near infrared light. Since near infrared light is invisible, highly accurate liquid level measurement is realized with no illumination trouble even in nighttime.

Then two arithmetic processors 3 receive the requests from the terminal equipments 5 via a multi-access constitution 8 and take the requested data out of the devices 4 to output them to the equipment 5. Each processor 3 contains four states, i.e., a stop state, a single operation state, a double device operation (primary) state, and double operation (secondary) state. When the processor 3 is started, the operating state of the other system is confirmed via a mutual communication mechanism 6. In case the other system has no operation, the controller 1 is connected to its own system (single operation state). While the double device operation (secondary) state is set in case the other system is already operated.
