    • PROBLEM TO BE SOLVED: To reduce a network device load which includes a base station by suppressing frequent occurrence of handover in a high-speed moving terminal.SOLUTION: The base station determines a base station for handover according to a residence time of a terminal in an adjacent cell which is to be a handover destination target candidate. As information to determine the handover target base station of the high-speed moving terminal, each base station measures and retains residence time information of a terminal having a moving speed of a constant value or higher. At handing over the high-speed moving terminal, the base station acquires an average residence time of the high-speed moving terminal from an adjacent base station or a log server retaining residence time information collected from each base station, and according to the residence time, offsets the handover reference value of each base station.

    • PROBLEM TO BE SOLVED: To reduce an interference applied to neighbor cells during terminal handovers in wireless communication systems provided with base stations having different cell radii. SOLUTION: A serving cell makes handover judgment criteria easier based on previously acquired radius information on its own cell and radius information of neighbor cells in order to facilitate terminal handovers from a base station with a large cell radius to a base station with a small cell radius. The serving cell finds evaluation function values based on the propagation state (e.g. reference signal received power) between the terminal and a target cell, and the interference and load information exchanged between the base stations, and selects the terminal for handover by comparing the evaluation function value with the handover criteria value. The handover destination selects a target cell having a good effect in lowering interference such as a cell with large reference signal received power acquired from a terminal. Furthermore, a means 7, which performs identification in 2-bit unit, and a means 8, which decodes the result of the identification into the original data bits, are provided in this constitution.
