    • PROBLEM TO BE SOLVED: To efficiently collect road information such as an accident from general people by using a portable telephone set with GPS or a communication-type car navigation system.
      SOLUTION: When a user of a traveling vehicle detects occurrence of an event such as the accident or a fallen object, the user transmits positional information by GPS and information on the accident or the like to an information collection center 2 by using the portable telephone set with GPS 1 or the communication-type car navigation system. The information collection center 2 analyzes received data, estimates a position and directs a patrol vehicle 3 to take a countermeasure. When transmitted information is correct as a result of the countermeasure, a procedure of acknowledgement is performed from the users who have transmitted the information to a selected user. Thus, much information can speedily be collected, correspondence to the accident and that to the fallen object can speedily be performed and secondary disasters can also be prevented.
