SOLUTION: When a passenger is in a car, an optimum starting compensation value is calculated by a starting compensation value arithmetic circuit 12 on the basis of the load detection value of a load arithmetic circuit 11 by the operation of a load detection establishment signal 10. After the calculation is completed, an elevator traveling instruction circuit 14 for allowing the traveling of the elevator is inputted according to a start compensation quantity establishment signal 13, and the traveling of the elevator is started under the optimum starting compensation. On the other hand, when no registration of car call is present, and a registration of hall call is present, the elevator traveling instruction circuit 14 is directly inputted according to a no-car call registration operation signal 14 and a hall call registration operation signal 16 regardless of the circuits 10-12, and the traveling of the elevator is started without starting compensation.
