The specific sulfosuccinic acid-based surface-active agent is alkyl amide sulfosuccinate of which the alkyl group is an octadecenyl group, that is, octadecenyl amide sulfosuccinate. The foaming agent containing the specific sulfosuccinic acid-based surface-active agent as an effective constituent solves the above problem.
