    • The present invention is a system and method for restructuring a group of pictures in such a manner as to provide for random access into the group of pictures without substantially degrading the quality of service for the video content. When encoding a current picture, if the current picture is an I picture, the current picture is encoded utilizing intra coding. If the current picture is not an I picture, and is not referenced by future pictures, the current picture is compressed using an arbitrary number of pictures in the past as a reference. If the current picture is not an I picture, and the current picture is not referenced by future pictures, the picture is compressed and the number of reference pictures in the past are limited so that picture prior to the last I picture are not used as a reference. This process continues W1til the conclusion of the group of pictures.

    • An efficient statistical remultiplexer for processing a number of channels that include video data. In one aspect, transcoding of the video data is delayed while statistical information is obtained from the data. Bit rate need parameters for the data are determined based on the statistical information, and the video data is transcoded (110, 112, 200, 300) based on the respective bit rate need parameters following the delay. In another aspect, a transcoding bit rate for video frames is updated a plurality of times at successive intervals to allow a closer monitoring of the bit rate. Minimum and maximum bounds for the transcoding bit rate, e.g., for buffer overflow and underflow protection, are also updated in each interval. In another aspect, the pre-transcoding quantization scales of the macroblocks in a frame are scaled to provide corresponding new quantization scales of the macroblocks in a frame are scaled to provide corresponding new quantization scales for transcoding based on a ratio of pre-transcoding amount of data in the frame and a target, post-transcoding amount of data for the frame.     • The present invention relates to a method and apparatus for allocating bits in a statistical multiplexing system (stat mux). A statistical multiplexer (stat mux) (600) accommodates both compressed and uncompressed video programs using transcoding (640, 650) and encoding (620, 630), respectively. Hierarchical dynamic bit allocation is used, starting from a super GOP level (700, 702, 704, 800, 900), then to a super frame level (902; 904; 908; 909), and then to the regular (individual) frame level (910, 920, 930, 990; 912, 922, 932, 992; 916, 926, 936, 996; 918, 928, 938, 998). At each level, a target number of bits (T1, T2, TL-1, TL) is determined. A target number of bits for a super frame, which is a collection of frames across all channels at a given frame instance (t1, 2t1, 3t1...), is adaptive and is able to address any combination of picture types. Frames of the same picture type for a program are generally assigned the same (or similar) number of bits. Relative program quality can be controlled using a program priority weighting factor (w). Additionally, constraints on target bit rates and minimum and maximum bit rates are provided.

    • A system for converting the color format of a digital video bitstream. The system accounts for the allowable formats of the pre- and post-conversion bitstreams, including quantizer (355) precision level, and whether luma and chroma data have separate quantization matrices (385, 390), or share a common quantization matrix. In a particular implementation, an MPEG-2 4:2:2P bitstream having a color format of 4:2:2 or 4:2:0 is converted to an MP bitstream having a color format of 4:2:0. Coding efficiencies are achieved by using the luma quantization matrix (390) to re-quantize the chroma data, and re-using luma motion vectors MV for performing motion compensation (320, 325, 510) of the chroma data.
