    • PROBLEM TO BE SOLVED: To solve the following problem: adhesion between a metal plate and an organic polymer layer is insufficient and inferior for practical use in a metal surface pretreatment method using no hexavalent chromium, which method is suggested because it has been found that the hexavalent chromium is harmful to human bodies in recent years, although a laminated plate composed of a metal plate and an organic polymer layer, in which the adhesion between the metal plate and the organic polymer layer is improved by carrying out a pretreatment of the metal surface with the hexavalent chromium, has been used hitherto because the adhesion between a surface-untreated metal plate and an organic substance, especially an organic polymer such as an elastomer composition is poor.
      SOLUTION: A thermosetting metal surface pretreatment agent comprises an aluminum alcoholate or its chelate compound using no hexavalent chromium and alumina nano-particles. The metal surface pretreatment agent can drastically improve the adhesiveness between a metal plate and an organic polymer layer.

      SOLUTION: A multilayer adhesion composition has constitution where a first layer is formed of a thermosetting type metal surface pretreatment agent comprising an aluminum alcoholate or its chelate compound using no hexavalent chromium and silica nano-particles and a second layer is formed of a thermosetting type primer comprising a novolak phenolic resin, an epoxy resin and a curing agent. The multilayer adhesion composition can drastically improve the adhesion between a metal plate and an organic polymer layer.
