    • PROBLEM TO BE SOLVED: To improve a throughput by decreasing the number of times of discarding and resending packet data of an outgoing line transmitted by a shared channel in a compress mode in a scheduling apparatus for assigning packet data addressed to each user to an outgoing-line shared channel used for transmitting packet data from a radio base station to each user terminal. SOLUTION: In the radio base station, the transmission stop information of an accompanying individual channel of each user terminal is delivered from an individual channel call setting control block 1-3 to a scheduler 1-2. On the basis of the state of air, the priority of packet data, and the transmission stop information of the accompanying individual channel in the compress mode, the scheduler 1-2 schedules transmission timings of packet data stored in a queue buffer unit 1-2 so that a transmission stop block of the accompanying individual channel of each user is not overlapped with the transmission timing of the shared channel assigned to the user terminal.
