    • PURPOSE:To prevent a developing bias from being discharged and to form a uniform image having no development irregularity by forming a thin and uniform toner layer on the surface of a toner carrier by a layer control member, and sending the toner layer to an electrostatic latent image holder which forms an electrostatic latent image on the surface and applying the developing bias to the toner carrier. CONSTITUTION:The rolled toner carrier 2 is structured having a semiconductor layer 6 on the surface of a developing electrode 8 and arranged opposite the electrostatic latent image holder 4 which holds the electrostatic latent image across a development gap (d). Toner 3 is carried as the toner layer on the semiconductor layer 6 of the toner carrier 2 by a toner supply roll 7 and the layer control member 1 and electrostatic charging is performed at the same time. The developing electrode 8 of the toner carrier 2, on the other hand, is applied with a bias voltage on which a rectangular alternating electric field is superposed by a developing bias power source 9. The toner layer which is carried to a development area by the rotation of the toner carrier is scattered to the electrostatic latent image holder 4 and the electrostatic latent image 5 is visualized. Consequently, the image with high resolving power having no dot deformation is obtained.
