    • PROBLEM TO BE SOLVED: To provide an expansion retarder of fly ash with which the expansion induced by the fly ash having a high content of free lime is made possible and the use for a cured body of the seashore is made possible, a hydraulic composition, and a method for manufacturing the fly ash hardened body using the same.
      SOLUTION: The invention comprises: the expansion retarder of the fly ash containing nitrate and/or nitrite; the expansion retarder of ≥2% in the content of the free lime in the fly ash; the hydraulic composition containing the fly ash, a stimulant, and the expansion retarder; the hydraulic composition of 0.1 or 5 parts the expansion retarder and/or 1 to 20 parts the stimulant per 100 parts the fly ash; a mixture containing the hydraulic composition and water; the method for manufacturing the fly ash hardened body by kneading the mixture, filling the same into a molding flask, and molding the mixture; the manufacturing method of kneading the mixture, filling the mixture into the molding flask, and molding the same while performing vibration compaction; and the fly ash hardened body manufactured by using the manufacturing method.

The hazardous substances in water or soil are decreased by using the hazardous substance decreasing material, while adjusting the pH of the system to ≤7.
