    • PROBLEM TO BE SOLVED: To provide a tool holder which has high responsiveness when supplying generated waterdrops with oil film to a workpiece, and supplies sufficient amount of waterdrops with oil film to the workpiece. SOLUTION: This tool holder 1 atomizes oil by an air stream of carrier gas formed by compressed air when the oil supplied through an oil supply passage 24 and an oil introducing passage 42 reaches an atomizing space 41, and generates waterdrops with oil film formed by turning the water supplied through a water supply passage 25 and a water introducing passage 43 by an air stream of compressed air containing the atomized oil into drops of water in the atomizing space 41 to form an oil film on a surface of waterdrop. Since the waterdrop with oil film is supplied to the workpiece through a top nozzle 50 and a passage 7 in a tool, and a position for generating the waterdrop with oil film is formed at a position very close to the tool 6, the responsiveness when supplying the waterdrops with oil film to the workpiece is improved.     • PROBLEM TO BE SOLVED: To provide a semi-dry machining system, improving the stability of machining, the machining speed, and the accuracy and attaining long life of a tool by supplying a suitable flow of atomized working fluid by measuring the flow of atomized working fluid, which is supplied in the process of machining a workpiece.
      SOLUTION: This semi-dry machining system includes: an atomizer 3 for atomizing the working fluid; a conveying path 5 for conveying the atomized working fluid 54 to the workpiece; a fog flow meter 2 for measuring the flow of the atomized working fluid 54 and outputting a flow data signal indicating the measured flow; and a control device 4, to which a flow data signal is input, and which outputs the information for atomizing the working fluid as an atomizing data signal to the atomizer 3. The control device 4 controls the drive of the atomizer 3 so that the flow indicated by the flow data signal amounts to a preset flow by outputting an atomizing data signal to the atomizer based upon the flow data signal, whereby the flow of the atomized working fluid 54 can be kept constant to sufficiently perform lubrication and cooling for the heat.
