SOLUTION: The solidifying composite material for the afforestation greening is characterized by containing (a) a hydrophilic polyurethane resin, (b) water, and (c) one or more selected from the group consisting of ultraviolet ray absorbents and photostabilizers. SOLUTION: The construction method for hardening vegetation greening sand comprises spraying a vegetative greening composition containing seeds, fertilizer, a water-holding agent and a fertilizer-holding agent on the surface of the desert, spraying an aqueous solution for solidification composed of hydrophilic polyurethane resin and water so as to form a solidified porous sand layer.
