    • PROBLEM TO BE SOLVED: To provide a coating for forming a transparent coating film which can form a transparent coating film excellent in adhesiveness with a substrate, strength, antireflection properties and anti-glare properties, and to provide a substrate with a transparent coating film. SOLUTION: The coating for forming a transparent coating film comprises a low refractive index particulate and a high refractive index particulate in which the affinity with a matrix-forming component differs to each other, a polymerization initiator, and a solvent. Both the low refractive index particulate and the high refractive index particulate are surface-treated with a silane coupling agent. The surface-treated low refractive index particulate (A) has a refractive index (n A ) of 1.20-1.45. The surface-treated high refractive index particulate (B) has a refractive index (n B ) which is higher than (n A ). The concentration of the low refractive index particulate (A) is 0.1-10 wt.% as a solid content. The concentration of the high refractive index particulate (B) is 0.1-10 wt.% as a solid content.
