      SOLUTION: The electrophotographic apparatus has: an electrophotographic photoreceptor; a means for forming an electrostatic latent image on the electrophotographic photoreceptor; and a developing means for forming a toner image by developing the electrostatic latent image formed on the electrophotographic photoreceptor with the toner, wherein the toner has a melt index (MI) at 135°C/1.2 kg of 8-30 and contains inorganic fine particles as an external additive, and the surface layer of the electrophotographic photoreceptor contains a diorganopolysiloxane on which at least two side chains are grafted and at least one of the two side chains is a perfluoroalkyl group.
