    • An electromagnetic wave absorber including the soft magnetic layer and a method for forming the soft magnetic layer are provided to obtain a dielectric function without the increase of the thickness by including the soft magnetic layer. An electromagnetic wave absorber includes a soft magnetic layer. The soft magnetic layer includes a soft magnetic powder of an amorphous structure. The soft magnetic powder is selected from the group made of Fe-Si-B, Fe-Si-B-Cu-Nb, Fe-Zr-B and Co-Fe-Si-B. The dielectric powder is coated on the soft magnetic powder by a mechanical method or vapor deposition method. The dielectric powder is selected from the group made of TiO2, Al2O3, BaO3 and Ba-Nd-Ti-O. An average diameter of the dielectric powder is 1 to 500 nm.
