    • The present invention relates to an apparatus and a method for automatically measuring a transmission delay time consumed in transmitting state information on changes in an electrical contact in protective information transmitter and receiver (PITR). The apparatus for measuring transmission delay time according to the present invention comprises a setting unit selecting at least one of an external measuring mode for measuring a transmission delay time from a measuring station to a counterpart, and an internal measuring mode for measuring a transmission delay time inside the apparatus; a digital signal processing unit having a timer and increasing the counter of the timer based on a reference clock generated in a clock generator; and a contact interface unit for transmitting a state change signal to the counterpart, when the external measuring mode is selected, activating the timer in the digital signal processing unit, and deactivating the timer when the state change signal is received from the counterpart. An external transmission delay time is calculated based on the counter of the timer which is in the state of deactivation.     • PURPOSE: A switching apparatus of a telemetering system using UART(Universal Asynchronous Receiver and Transmitter) is provided to telemeter plural watt-hour meters via one telemetering modem irrespective of the kind of UART. CONSTITUTION: A plurality of communication ports(240) are respectively connected to a plurality of meters. A switch(230) has a plurality of input-output terminals connected to the communication ports. A controller(220) provides metered data of the watt-hour meters for a telemetering device by controlling a switching operation of the switch according to a control instruction received from the telemetering apparatus. A UART driver supports a communication interface environment between the controller and the switch.
