    • PURPOSE: A portable device for providing a billing and electric charging service for discharged electric vehicles is provided to perform an easy control of the charging service by using a built-in circuit or a mobile terminal for electric vehicles. CONSTITUTION: A first charge cable(240) comprises a power transmission cable; a flexible cable composed of a communication line, a control pilot signal wire and a wakeup signal line; and a connector. A power control unit(220) measures the electric energy supplied to a first vehicle from a second vehicle. A communications control unit(230) is connected to the communication line, the control pilot signal wire and the wakeup signal line of the first charge cable, and the communication line, the control pilot signal wire and the wakeup signal line of the second charge cable. A charge administration unit(210) performs the control through the communications control unit based on the control pilot signal wire of the first vehicle and the second vehicle.     • The present invention relates to a system and a method for providing content for an electric vehicle, and more particularly to a system and a method for providing content for an electric vehicle which enables content files such as music and movie files, etc. to be downloaded into a storage device, installed in the vehicle and connected to communicate with a charger, when the electric vehicle is charged. The present invention provides a system and a method for providing content for an electric vehicle, in which an Internet communication unit and near field communication network unit are installed in the charger for charging the electric vehicle. By connecting the communication unit of the charger and the storage device in the vehicle, such as a media player, through the communication line when the electric vehicle is charged, content files can be downloaded with a charge or free of charge from a client managing server and a service server connected to the communication unit of the charger, after authentication.
