    • A method and an apparatus for reforming a surface of a carbon fiber are provided to shorten the time for reforming the carbon fiber even without specific conditions or specific chemicals, by using electromagnetic waves. A carbon fiber is reformed through irradiation of electromagnetic waves. The electromagnetic waves are applied to the carbon fiber in a frequency of 1.0MHz-100.0GHz. The reforming of the carbon fiber is performed under an environment using inert gas, wherein the inert gas is argon. A roughness of the carbon fiber is increased through reforming of the carbon fiber. The electromagnetic waves are emitted form a magnetron. Further, the reforming is performed under a gas selected from a group consisting of air, oxygen, ozone, vapor, ammonia, carbon oxide, nitrogen oxide, sulfur oxides gas, hydrogen sulfide or a mixture thereof.
