    • The present invention relates to a waste water treating device that can prevent scum. In particular, the waste water treating device comprises a water tank that includes a plasma generator therein and has a waste water inlet through which waste water is fed and a treated water outlet through which treated water is discharged; an electric current supply unit that supplies an electric current to the plasma generator; an air supply pipe that supplies air to the plasma generator; and a propeller that is equipped on the inner top surface of the water tank. Air is continuously supplied to the plasma generator through the air supply pipe so that a short circuit does not occur in the electrode of the plasma generator even through the plasma generator is put in water. Accordingly, waste water can be purified by means of high voltage discharge. Also, scum (a bubble-type suspended material) that occurs due to gases including ozone generated through the high voltage discharge is removed by means of a propeller, so that an increase in pressure inside the water tank can be prevented.
