    • PROBLEM TO BE SOLVED: To provide a rigid polyurethane foam panel that has a low density and an excellent insulation efficiency, and is useful as a heat insulating material for the building such as detached houses, and a method of manufacturing the same. SOLUTION: The rigid polyurethane foam panel is obtained by mixing and reacting: a polyol composition comprising a polyol compound and water as the foaming agent; and a polyisocyanate component, wherein the polyol compound comprising a polyether polyol (A) that is a polymer of alkylene oxide and has 2-4 of an average functional group number and 3,000-8,000 of a weight-average molecular weight and a short glycol (B) having less than 250 of a molecular weight is used as a raw material, the water content of the polyol composition is 20-100 pts.wt. based on 100 pts.wt. of the polyol compound, and the direction of thickness of the rigid polyurethane foam panel and the direction of foaming of the cells in the foam are adjusted to become substantially perpendicular.
