    • PROBLEM TO BE SOLVED: To save time and effort required for cleaning of a reverse osmosis membrane device and to increase operation rate of the same so as to allow stable operation.SOLUTION: A plurality of high-pressure containers 12a and 12b are arranged in parallel to an introduction passage 18 of the clear sea water sw which is obtained by sterilizing original sea water and removing comparatively big impurities, such as garbage and microbe, from the original sea water, and the first step of the reverse osmosis membrane elements 14a and 14b are built in the high-pressure containers 12a and 12b, respectively. The concentrated sea water cs subjected to membrane separation at the high-pressure containers 12a and 12b flows into a high-pressure container 16. A plurality of the reverse osmosis membrane elements 42 of a second and subsequent steps are arranged in series inside the high-pressure container 16.
