    • In accordance with an example embodiment of the present invention, a method comprises receiving at a first network node an inter-radio access technology (RAT) signaling message from a source node, a handover signaling message including inter-RAT handover information including a START packet switched (START PS) value; determining whether the START PS value is reliable prior to handing over to a second network node at least based in part on the source node from which the START PS value is received and inter-RAT handover information reliability indicator; building an inter-RAT handover information reliability indicator to indicate whether the START PS value is reliable and including the inter-RAT handover info reliability indicator in a second signaling message; and forwarding the second signaling message to the second network node.

    • A packet-switched handover from a first cell to a second cell in a cellular network is discussed. Packet-switched services are provided for a mobile station in the first cell based on a set of information relating to provision of packet-switched services and a protocol for handling provision of packet-switched services for mobile stations, said protocol being a protocol between a cell and a respective control network element. In a control network element relating to the first cell a first message is received, which indicates a request for a packet-switched handover for a mobile station. In response to said first message, a second message is sent to the second cell. This second message requests creation of a set of information relating to provision of packet-switched services for the mobile station in the second cell, and the second message belongs to said protocol for handling provision of packet-switched services for mobile stations.

    • Before execution of a routing area update (RAU) procedure associated with a handover of a mobile station (40) from a source cell to a target cell in a mobile telecommunication system, a handover required message (14) is sent to a core network (CN) from a source base station (16) in the source cell having a mobile station identifier (IMSI), an identifier of at least one target cell routing area code (RAC) and a temporary logical link identity (TLLI). In response thereto, a handover command message (32) is sent to the source base station from the core network having a packet-temporary mobile subscriber identity (P-TMSI) for transfer to the mobile station in ciphered form over a radio interface between the source base station and the mobile station so that the mobile station is able to send packet-switched (PS) data on an uplink before the RAU procedure is executed.

    • A method, apparatus and computer program product are therefore provided that may enable a network sending broadcast and/or dedicated priorities to a mobile terminal to also include priorities with respect to a RAT that does not support the priority algorithm. As such, for example, priority parameters for a legacy network that does not support the priority algorithm may be supplied to a mobile terminal to enable the mobile terminal to make cell reselection decisions without running two different cell reselection algorithms in parallel (e.g., a ranking based algorithm and a priority based algorithm). The provided method includes the steps of receiving an indication of a plurality candidate cells with respect to said cell reselection of a mobile terminal; assigning, toward each of said plurality of candidate cells, a priority, wherein at least one candidate cell of the plurality of candidate cells does not support priority based cell reselection; and providing said priorities to said mobile terminal.
