    • PURPOSE:To make both of the braking of a wheel and the lock of swivel motion simultaneously performable, by installing a wheel support arm rotatably, and also installing a ring capable of achieving a combined motion of rotation and vertical movements, while forcibly pressing a wheel brake block installed in the said arm by the ring coming down. CONSTITUTION:A wheel support arm 2 is rotatably attached to the underside of a setting plate 1 via a bearing mechanism 3, and a wheel 5 is also rotatably attached to the lower tip end of the arm 2 being bifurcated. Then, a brake block 6 is formed in a way of having both upper and lower sides 8 and 9 elastically attached to a shaft 7 installed sideways in the support arm 2, and when it pushes the upper side 8 upward, a tip bent part 9a installed in the lower part 9 is pressed to the outer circumference of the wheel 5 whereby rotation of the wheel 5 is made so as to be braked. At this time, a control piece 12 is operated, and when a turning ring 11 being jointly installed in this control piece is turned round in one direction, the upper end side of a long hole 14 of the turning ring 11 is situated on a pin 13 of a fixed ring 10, whereby the turning ring 11 goes down, through which it is designed so as to press the upper side 8 of the brake 6.
