SOLUTION: This clipping device is composed of: a nearly rectangular plate 1b; a fixing metal 1c attached to the upper front side of the plate 1b and made of an elastic material which generates pinching pressure between the metal and the plate 1b; a pinching metal 1h composed of a lever 1g and a clipping piece 1a which are fixed to the upper part of the plate 1b; a narrow belt-type clip 1d which is attached to the upper back side of the plate 1b and bends flexibly; and a hook and loop fastener 1e attached to the back side of the plate 1b. The rotor core is formed such that a width of a magnetic path entrance portion that is formed between a magnetic-pole inward side face of the circumferential-direction magnet and the adjacent low permeability region decreases towards an outer peripheral face of the rotor core.
