    • PROBLEM TO BE SOLVED: To provide a disaster prevention system and a method of stopping the operation of facilities utilizing an earthquake early warning or the like which enables the stoppage of the operation of facilities by quick and accurate judgment on whether or not the stoppage should be made.
      SOLUTION: The disaster prevention system 10 includes a data acquisition part 1 which acquires prompt report data of earthquake including earthquake early warnings distributed from the meteorological agency, a calculation part 2 which estimates the first earth quake data indicating the intensity of seismic motion at a site involved from the prompt report data of earthquake acquired at the data acquisition part 1, a housing part 3 which houses the second earth quake data used as the threshold to determine whether the facilities on the site involved should be stopped or not, a judging part 4 for judging the difference between the first and second earth quakes and a transmission part 5 which transmits a command signal for the emergency stoppage of the facilities according to the result of the judgment by the judging part 4. The second earthquake data can be specified from the intersection between two loss functions available from the emergency stoppage case and the non-emergency stoppage case.

    • PROBLEM TO BE SOLVED: To provide a tunnel fire risk assessment system, method and program that can accurately quantitatively assess a fire risk in a road tunnel in consideration of conditions such as the structure, fire prevention measures and design traffic of the road tunnel.
