A location-dependent network map including at least information on network properties is generated. The network map is sent to assist one or more secondary cognitive radio resource users.

Example embodiments of the invention include a method comprising receiving, at a network controller, a coexistence management service request allowing one or more network controllers to make decisions concerning operational parameters of a wireless network originating the request; determining whether control of the wireless network is to be shared with one or more network controllers serving one or more wireless networks neighboring the wireless network originating the request; and in response to determining that control of the wireless network is not to be shared with the one or more network controllers serving the one or more wireless networks neighboring the wireless network originating the request, notifying the one or more network controllers serving the one or more wireless networks neighboring the wireless network originating the request that the wireless network has requested a coexistence information service.
