摘要： PROBLEM TO BE SOLVED: To suppress the horizontal movement of a building including an upper foundation by wind, to mitigate the horizontal stock of the building including the upper foundation transferred from a lower foundation by an earthquake motion and to increase a base isolation effect by dividing a foundation into the upper foundation and the lower foundation, and inserting sand between both the upper and lower foundations. SOLUTION: The foundation 1 of a building is divided into an upper foundation 1a and a lower foundation 1b, and sand 3 is inserted between both upper and lower foundations 1a, 1b as a rolling element supporting the weight of the building including the upper foundation 1a. The rolling friction coefficient of the sand 3 is by far larger than the rolling friction coefficient of spherical bodies, the building is not rolled when it is applied with small horizontal force such as wind, and the building including the upper foundation 1a is not moved in the horizontal direction. When the ground fixed with the lower foundation 1b is vibrated by an earthquake, the sand 3 inserted between the upper and lower foundations 1a, 1b is rolled, the horizontal vibration to the building including the upper foundation 1a is sharply mitigated, and the building can be protected from the shock of the earthquake.
