    • A mobile phone having a call control mode while driving is provided. The mobile phone includes: a speed measuring unit measuring movement speed of a main body thereof; a hands-free connection detector detecting connection of a hands-free device to a hands-free connector on the main body; a memory unit storing an announcement notifying a calling party that a called party is driving; a memory unit storing an announcement notifying a calling party that a called party is driving; a key input unit having various keys mounted thereon for supporting a call; and a controller outputting a mode change notification message through an output device of the main body if the movement speed provided by the speed measuring unit exceeds a reference speed and the hands-free connection detector determines that the hands-free device is not connected to the hands-free connector, determining that a user is driving and switching the mobile phone into the call control mode in which incoming/outgoing calls are blocked if a key input signal is not received through the key input unit within set wait time after outputting the mode change notification message, and outputting the announcement stored in the memory unit and blocking the incoming call if an incoming call signal is received via the transmitter/receiver in the call control mode.

    • The present invention comprises: a main body adapted for mounting at ground surface level, in the interior of which is formed a storage space and on the outer surface of which is formed a clear window which provides a clear view into the storage space; a plurality of base plates which are provided in layers in such a way that they can be joined to and separated from each other in the storage space, and which receive power from an external source; a plurality of light-emitting diode units provided on the outer surfaces of the base plates which emit light that shines through the clear window to the exterior; a cooling unit for cooling the light-emitting diode units; and a camera installed in the main body. The advantages of the present invention include prevention of collisions by vehicles and pedestrians because its position is easily discerned even at night by the light-emitting diodes shining light from the interior of the bollard. Additional advantages provided by the present invention include illumination of pedestrian crossings which prevents accidents at night, and if an incident does occur, the cause can be easily ascertained using image information captured by the camera.
