CONSTITUTION:When a head main frame 1 is rotated around of a core 1a, a blade fitting axial lever 11, which is fixed to the main frame 1 with a groove 14 and a lock screw 16 for stopping the rotation and a lock screw 17 so that it can not be rotated relatively, is rotated integrally with the main frame 1. Consequently, a cutting blade 19, which is fixed to the axial lever 11 and is projected from the tip of the axial lever 11, is rotated around of the core 1a of the main frame 1. At this stage, since a blade edge 19a of the blade 19 fitted to the axial lever 11 is dislocated eccentrically from the core 1a of the main frame 1 by a radius D, drilling processing or the like is performed at the cutting radius D. At the time of increasing the cutting radius D, the lock screws 16, 17 for fixing the axial lever 11 to the main fame 1 are loosened, and the annular bearing seat 6 is rotated to the feeding direction against a female screw hole 5 of the main frame 1.
