      SOLUTION: A pendulum 2 having a semi-spherical lower part and a conical upper part is put in a bottomed dustproof cylinder 1 fixed to a concrete. A supporting column 3 having a lower part as a ball joint is erected on the upper part of the pendulum. A wind pressure preventing plate 4 is put in the upper part of the ball joint and a wind pressure preventing plate support 5 is put on the wind pressure preventing plate and bolted to the upper part outer periphery of the dustproof cylinder. A groundsill support 6 is screwed and fixed to the upper part of the supporting column.
