The rotating shaft is preferably disposed along the axial direction of the water pipe, and the blades are preferably formed into the spiral shape as a whole. Further an intermediate portion between front and rear ends of the rotating shaft is preferably supported by a supporting tool inscribed in the water pipe, and further a gear device is preferably disposed on an end portion of the rotating shaft so that the rotation of the rotating shaft is converted into rotation in the transverse direction, and transmitted to the output shaft in the direction intersecting the axial direction of the water pipe.
