To this end, a controller allocates radio resources belonging to a first set of radio resources to one part of a block of data, as well as radio resources belonging to a second set of radio resources to the other part of the block. The first set of radio resources is a set of radio resources assigned to the radio base station for use in data transmission, while the second set of radio resources is a set of radio resources other than the first set of radio resources.
