    • PROBLEM TO BE SOLVED: To generate a rotative force by effectively using a flow of fluid, for example, wind power.
      SOLUTION: A rotator 11 revolves about a revolution axis 111 substantially orthogonal to a wind direction. An inside rotary blade 12 rotates about an inside rotation axis 121 substantially parallel to the revolution axis 111. An outside rotary blade 13 rotates about an outside rotation axis 131 substantially parallel to the revolution axis 111. An inside drive unit 14 controls the rotation angle of the inside rotary blade 12 to a given angle while the inside rotary blade 12 is revolving. an outside drive unit 15 controls the rotation angle of the outside rotary blade 13 while the outside rotary blade 13 is revolving. The inside drive unit 14 and the outside drive unit 15 control the rotation angles of the inside rotary blade 12 and the outside rotary blade 13 respectively so that they have a substantially V-shape or U-shape with the recess being pointed in the windward direction at any angle of 30-160° as revolution angle based on the windward direction of 0°.
