    • An encoding apparatus and method prevents image deterioration generated by repeatedly performing encoding and decoding by using a quantization matrix for quantization which is different from a quantization matrix for inverse quantization. In the encoding apparatus, a matrix selector selects a first quantization matrix in accordance with the complexity of an encoded picture pattern, and supplies a quantizer with information on the selected first quantization matrix. A matrix unit rewrites, by information on a second quantization matrix, the information described in an encoded stream output from a variable length code unit so that a quantization matrix to be used for inverse quantization is a second quantization matrix different from the first quantization matrix.

    • An upper limit of a usable range of a VBV buffer is determined from a preset delay time of the VBV buffer and a designated bit rate. A target bit quantity of a picture (i) and a data occupancy quantity of the VBV at the time when a picture (j+1) is coded are calculated, and the target bit quantity T(j) for coding the picture (j) is corrected so that the data occupancy quantity of the VBV of the picture (j+1) constantly falls within the limited range. By this, even when a low coding bit rate is set, the delay due to the VBV buffer of a predetermined delay time or longer does not reach a prescribed delay time or longer. Thus, an MPEG encoder suitable for a live broadcast in which the problem of delay time is not desired can be realized.

    • A method, circuit, and apparatus for mitigating effects of wavelength-dependent atmospheric transmission characteristics on an atmospheric optical telecommunication system. The system comprises two atmospheric optical telecommunication units communicating with one another using light propagated through the atmosphere. Each of the atmospheric telecommunication units includes an optical transmitter having a laser generating a transmitted light beam for reception by the other, and an optical receiver. The optical receiver generates an electrical signal in response to a received light beam received from the other of the atmospheric optical telecommunication units. In the method, an increase in noise above a normal noise level is detected in the electrical signal, and a flag signal is generated in response. The increase in noise is due to the received light beam having a wavelength at which the atmosphere has a wavelength-dependent transmission characteristic. In response to the flag signal, the wavelength of the transmitted light beam is changed to a wavelength at which the transmission characteristic of the atmosphere is less wavelength-dependent.
