SOLUTION: A Peltier element module 5 is arranged between a soaking plate 8 of a first temperature end and a water cooled jacket 9 of a second temperature end and generates a temperature difference. The water cooled jacket 9 is cooled by a cooling device 12, power is supplied to the Peltier element module 5 by a control circuit 10, heat is moved from the soaking plate 8 to the water cooled jacket 9 and the soaking plate 8 is cooled. A heat pipe 3 is inserted into a human body, the heat inside the body at the distal end of the heat pipe is conducted to the soaking plate 8 by the heat pipe 3, and a lesion is frozen.
